The Ministry of Foreign Affairs and International Cooperation has responded to a statement issued by the United States Department of State’s Bureau of African Affairs concerning the operating environment for humanitarian organisations in South Sudan. In a statement to the media, the Ministry’s spokesperson, Ambassador Apuk Ayuel Mayen, said the Government of South Sudan has taken note of a statement posted on September 20, 2026, by the U.S. Department of State’s Bureau of African Affairs on X. The statement addressed concerns regarding the operating environment for humanitarian organisations in South Sudan. The Government says it does not consider it appropriate to make broad generalisations about the conduct of officials at the national, state or local levels. It says that where specific concerns arise relating to access, administrative requirements, security or the conduct of individual officials, the Government will continue to address them through the appropriate channels and based on the facts.
The Government also said it does not accept several of the characterisations contained in the U.S. statement, including those concerning the management of public revenue and the causes of the humanitarian situation in the country. The Ministry expressed appreciation for the support provided by the United States, saying South Sudan values the bilateral relationship and will continue to address matters of mutual concern through direct and constructive engagement.
